◆ Increase central budget investment funds for greater effectiveness. In 2026, the central budget investment plan is set at75.5 billion yuan, an increase of 2 billion yuan over the previous year, with key support for modern industrial systems,modern infrastructure systems,new-type urbanizationand comprehensive rural revitalization, green development, people’s livelihood, and emergency relief projects. Improve central budget investment management and coordination mechanisms, strengthen the alignment between investment plans and budget allocations. As of the first half of the year, central budget investment has cumulatively been allocated43.0094 billion yuan.

Comprehensively advance new-type urbanization and comprehensive rural revitalization, driving new progress in coordinated urban-rural development:

◆ Continue supporting implementationurban renewal initiatives. Through competitive evaluation, 15 cities at or above the prefecture level, including Shenyang, Jinan, and Changchun, have been included in the support scope. The central finance provides targeted subsidies of800 million yuan, 1 billion yuan, and 1.2 billion yuanrespectively to eastern, central, and western regions, supporting key demonstration projects and institutional construction within these cities.

◆ Continuing to promotetraditional village conservation and protection zones. The central finance provides designated grants through competitive evaluations, including 25 counties (cities, districts) in the first batch of 2026 support, advancing conservation efforts for five major themes: Baidai Building, Huanma (Yuan) Ancient Road, Zhongyuan Peasant Village, Kejia Wuyi Village, and Jiangnan Water Village. These projects aim to preserve cultural heritage and improve living conditions.

Strengthen social welfare and improve people's livelihoods, continuously enhancing public well-being:

◆ Enhancevocational skills training. Improve vocational training subsidy mechanisms linked to employment outcomes, reinforce training directionality. Guide local governments to pool relevant financial resources to implement the 'skills-driven front-end' training initiative, intensify training for urgently needed skilled professions (occupations), and cultivate more skilled talents.

◆ Supportmodern vocational educationfor high-quality development.Allocated funds3.1257 billion yuan, supporting local implementation of differentiated per-student funding standards for professional colleges, improving school conditions, promotingvocational college universal access and industry-education integration, supporting local implementation of national high-level vocational college and specialized construction plans, and strengthening 'dual-qualified teacher' training programs.

◆ Affordable housingcontinues to be strengthened. In 2026, the central fiscal special grant for urban affordable housing projects is allocated at6.7241 billion yuan, supporting local governments to effectively manage and executepublic rental housing, affordable rental housing, and subsidized-sale affordable housing, along with rent subsidies and housing allocationto meet housing needs of low-income groups, new urban residents, and the elderly. Continuing support forurban dangerous building renovation, urban villages, and old residential area upgrades, eliminating housing safety risks and continuously improving living conditions for the public.Rural dangerous building renovation grants3.95 billion yuan, supporting rural prevention of return migration due to poverty and ensuring basic housing safety for vulnerable groups through rural dangerous building renovations and anti-earthquake upgrades.

Actively promote comprehensive green transformation and achieve new advances in building a beautiful China:

◆ Promotewater pollution control and treatment, with central fiscal funds allocated at2.5365 billion yuan, focusing on supporting provincial-level initiatives in the Yangtze River and Yellow River basins, including water pollution remediation, ecological restoration,ecological protection and construction of the Yangtze and Yellow Rivers, and underground water pollution prevention and control, raising the health status of river and lake ecosystems. Continue improving the cross-regional ecological compensation mechanism, pushing for unified implementation of cross-regional ecological compensation mechanisms in the Yangtze and Yellow River basins, and coordinating with relevant departments to conduct clear accounting for 2025 cross-provincial ecological compensation funds along the Yangtze and Yellow River dry streams, urging local governments to complete financial clearance work. In the first half of the year, the national surface water excellent quality rate reached87.4%, up3.0 percentage pointsfrom last year.
