1. Reform of the Waterproofing Warranty Period

1) The current long-term warranty system may be reformed into a quality guarantee period system;

2) The waterproofing maintenance period may be extended from 5 years to 10 or 20 years for quality assurance;

3) The waterproofing maintenance (guarantee) system will introduce a risk management mechanism.

2. Transformation of Waterproofing Contractors

With the reform of national business tax policies, construction industry VAT has increased from 3.41% to the current 9%. As a result, many waterproofing contractors, distributors, and material enterprises with qualifications are gradually transitioning into independent construction legal entities responsible for waterproofing projects.

3. Shift Toward Quality Enhancement

The focus is shifting from improving the quality of waterproofing products to enhancing the overall quality of the entire waterproofing industrial chain—from building design, materials, construction, to supervision—ensuring comprehensive quality improvement.

4. Transformation of Waterproofing Contractors

China previously implemented a system based on national standards, industry standards, local standards, and enterprise standards. Now, there is an active push to develop group standards and encourage enterprises to issue self-declared open standards.

According to the Ministry of Housing and Urban-Rural Development, group standards and enterprise standards can serve as design references.

The waterproofing industry in China employs over2 million people; among them, approximately 1.3 million are engaged in waterproofing work, and about 700,000 in waterproofing material production;

China offers a wide range of waterproofing products, categorized intosix major types and over fifty varietiesof products;

China currently has more than 400 waterproofing material standards and design/construction regulationsover 400;

China has specialized universities training waterproofing professionals:Hubei University of Technology, School of Civil Engineering and Architecture, Waterproof Materials and Engineering Program.

Common Materials Used in Building Waterproofing Membrane Repair and Maintenance

China currently has building area exceeding5 billion square metersand over 80% of buildings have been in use for more thanfive years, with many entering the maintenance phase—especially those that have passed thefive-yearwarranty period, resulting in numerous repair projects.

Each year, maintenance is calculated at10%of total building area, involving approximately50 billion square metersof residential buildings requiring waterproof maintenance;at 100 yuan per square meterfor maintenance cost calculation, annual expenditure reaches50 billionyuan for waterproof maintenance leakage repairs—this is a massive economic opportunity.
