Innovative development model, aiming to drive over 6% growth in construction industry value added by 2025

On December 31, the Municipal Party Committee Economic Work Conference was held. The Standing Committee of the Provincial Party Committee, the Municipal Party Committee Secretary Ye Lianbing attended the conference and delivered a speech, summarizing Chengdu's economic work in 2024, analyzing the current economic situation, and outlining plans for economic work in 2025. The Deputy Secretary of the Municipal Party Committee and Mayor Wang Yilong attended the conference and delivered a summary speech, emphasizing the need to uphold the spirit of implementing the conference faithfully and making solid preparations for next year’s economic work.

Today, Huang Aiping, Deputy Secretary of the Municipal Party Committee and Deputy Director of the Housing and Construction Bureau, said during an interview with Red Star News reporters that in 2025, the bureau will adopt an innovative development model, actively promote intelligent construction, green building, and prefabricated construction, accelerate industrial cluster integration, and drive the construction industry’s value-added growth by over 6%. It will introduce innovative policy measures to stabilize the real estate market and improve people’s livelihood security through new governance approaches. The city plans to open Phase 1 of Line 13, Phase 1 of Line 30, Phase 2 of Line 17, and Phase 3 of Line 10 for trial operation; add 10,000 new public rental housing units and 8,000 affordable housing units.

Looking back at 2024, Chengdu has achieved significant progress in the transformation and upgrading of the construction sector: green building coverage in urban areas reached 90%, and prefabricated construction accounted for 85% of newly started projects—both exceeding annual targets. Meanwhile, major urban construction projects completed their full investment of 23.62 billion yuan, surpassing the annual plan by 6.4%. The construction industry maintained stable development momentum, with clear results from its transformation and upgrading.

In 2025, the Chengdu Housing and Construction Bureau will further advance its innovative development model to promote high-quality industry growth. It will actively expand intelligent construction, green building, and prefabricated construction, accelerate industrial cluster integration, and effectively implement the 'Five Major Pillars' initiatives. High-standard pilot programs will be launched for intelligent construction demonstration enterprises and project selection; dynamic updates to policy lists, technical guidelines, and industrial chain maps will be carried out to ensure the construction industry achieves over 6% value-added growth.

Regarding the real estate market, in 2024, the Housing and Construction Bureau introduced three rounds of stabilizing policies—‘April 28,’ ‘August 12,’ and ‘October 15’—resulting in a total of 338,000 new and second-hand home transactions throughout the year, marking a clear recovery trend in the market. Huang Aiping stated that in 2025, the bureau will focus on building new models for real estate development, strengthen urban-rural renovation based on demand, provide increased supply, optimize inventory, and enhance quality. It will continue improving the 'market + protection' housing supply system and significantly expand protected housing to promote high-quality real estate development.

In transportation infrastructure, in 2024, Chengdu opened Phase 2 of Line 8 and Phase 1 of Line 27, along with the Zhiyin Line rail transit project; cleared 20 'dead-end roads' across the city, optimizing urban road networks; established a 1,000-kilometer network of shared bike lanes in the central urban area, further refining the green transportation system combining metro, public transit, and cycling. Huang Aiping told reporters that in 2025, the bureau will continue advancing 'accessibility promotion,' 'open governance,' and 'comprehensive safety risk inspections' initiatives, clearing over 20 'dead-end roads' and opening Phase 1 of Line 13, Phase 1 of Line 30, Phase 2 of Line 17, and Phase 3 of Line 10 for trial operation.

In terms of resident housing security, in 2024, Chengdu optimized housing structure: provided a total of 30,000 public rental housing units (including both new builds and conversions) and allocated 50,000 units; planned and initiated 7 projects for market-oriented affordable housing with over 6,500 units; and added more than 10,000 new affordable housing units. In 2025, the bureau will further strengthen housing security efforts, adding 10,000 new public rental housing units and 8,000 affordable housing units; renovating 395 old residential buildings and 6,014 urban villages.
