New! Beijing Adds 11 Types of Waterproof Materials to Prohibited Construction Materials List, Including 7 Types of Membranes and 4 Types of Coatings

2023 Edition List RevisionFirst Addition30 new prohibited construction materials and equipment, including the following waterproof materials:Solvent-based waterproof coatings, composite waterproof membranes made from recycled raw materials or secondary processed materials such as polyethylene-nylon fiber, modified asphalt fiber felt and fiberglass mesh reinforced waterproof membranes, modified asphalt fiber felt and polyethylene fiber reinforced waterproof membranes, modified asphalt fiber felt and fiberglass mesh reinforced waterproof membranesfive types.

In the 2018 Edition List, solvent-based cold base oil (JG-1 type waterproof cold base oil coating), S-type polyvinyl chloride waterproof membranes, and double-component polyamide waterproof coatings were previously listed. However, due to market natural degradation, loss of product standard effectiveness, or changes in specifications, these materials are no longer included in the 2023 Edition List.

The notice clarifies that any materials not listed in the 2023 Edition List but legally prohibited from use by national or local laws, regulations, policies, or standards shall be implemented in accordance with relevant laws, regulations, policies, and standards. In case of inconsistency between previous versions and this version, the current list shall prevail.

The notice requires thatconstruction materials and equipment first included in the 2023 Edition List shall befrom March 1, 2024prohibited from use in industrial and civil construction projectsduring design, starting fromJuly 1, 2024prohibited from use in industrial and civil construction projectsin use.For projects already completed in design prior to the issuance of this notice but intended for use in industrial and civil construction projects after the effective date, the responsible construction units shall organize the design and construction units to revise the designs. Among them:solvent-based waterproof coatings, solvent-based interior and exterior wall coatings, and solvent-based floor coatings shall be prohibited from use in industrial and civil construction projects starting from the date of this notice's issuance.

The notice emphasizes strengthening supervision over review institutions for construction drawings. Review institutions shall regard the 2023 Edition List as one of the key contents for reviewing construction drawings. If violations involving prohibited materials or equipment are discovered during supervision and inspection by housing, urban-rural construction, and related departments, they shall be handled or penalized according to the 'People's Republic of China Energy Conservation Law' (State Council Order No. 530), the 'Beijing Municipal Green Development Regulations for Buildings', the 'Beijing Municipal Air Pollution Prevention and Control Regulations', and the 'Beijing Municipal Construction Project On-Site Management Regulations' (Municipal Government Order No. 247).
