Waterproofing materials and sealants have been re-added to the 'National Key Industrial Product Quality Safety Supervision Directory.' The State Administration for Market Regulation recently issued a formal notice confirming this.

On January 29, the State Administration for Market Regulation released a notice announcing the publication of the 'National Key Industrial Product Quality Safety Supervision Directory (2024 Edition)', officially releasing the 'Directory (2024 Edition)' (hereinafter referred to as the 'Directory').

The 'Directory (2024 Edition)' covers a total of 254 product categories, including waterproofing materials and sealing compounds, which are once again listed. These products have been consistently included in the national key supervision directory for several consecutive years. Details are as follows ↓↓

The State Administration for Market Regulation requires:

One: Uphold problem-oriented guidance and promote implementation of the directory

Provincial-level market regulation departments shall, based on the 'Directory (2024 Edition)', combine local economic and social development needs, quality safety conditions, and industrial development status to develop their own regional key industrial product quality safety supervision directories. All levels of market regulation departments must focus on production and circulation sectors, and, in conjunction with the 'Directory (2024 Edition)', reasonably determine supervision priorities, measures, and frequency, implementing tiered and categorized precise supervision.

Two: Strengthen principal responsibility and enhance supervision effectiveness

All levels of market regulation departments must integrate the implementation of the 'Directory (2024 Edition)' closely with the primary responsibility of industrial product producers and sellers for quality and safety. They should guide and urge enterprises to identify quality and safety risk points, establish practical risk management checklists, refine quality and safety control measures, and effectively implement the principal responsibility for quality and safety.

Three: Enhance coordinated supervision and build supervisory synergy

All levels of market regulation departments should comprehensively apply tools such as oversight inspections, production licensing, mandatory certification, risk monitoring, defect recalls, special rectifications, and technical support to significantly improve the effectiveness of quality safety supervision under the 'Directory (2024 Edition)'. The State Administration will include the implementation status of key supervision items in the central quality inspection and verification system, strengthening follow-up assessment. Provincial-level market regulation departments are required to timely report their region’s key industrial product quality safety supervision directory implementation status to the State Administration's Quality Supervision Department by December 15, 2024, with major issues reported immediately.
